When I try to log on I can't as there is a request for info. They are asking for a scan of my passport, drivers licence or a bill. Is this some sort of a scam? With that info it would be easy to steal identities.

No it's not a scam, I've had to do this in the past too. It's just a security check to keep the site safe for all of us.
