"99 potel" not "poteli". In Welsh we do not pluralise any noun (from "bottle" to "bottles" is an example) if it has a numerical adjective with it ("99" in this case.)
On a more serious note the idiocy shows up when you do a little mathematics. Let's assume that only 100,000 of the population achieves the goal in a year - then £1,300,000 is spent (not counting the cost of the letter); assume that 50% of this number lives another 10 years...now we are getting towards £8m a year!! I'm sure with a little thought we could add in other "bits" like this...the £10 Christmas bonus I had forgotten about, for example would be a starter. I'm sure most of us could think of better ways to spend this money for the good of all! I shan't go on. Sermon over!
