Second Non Paying Buyer in a row. What's going on?

We don't get very many sales on Ebid. When we do, we expect to at least be paid by the buyer for the items. Yet, the last two sales we've made here we've had to cancel because the buyers didn't pay.

We sent multiple messages and notices to the buyers over a span of three weeks. Then we went through the process to get our fees back (marked the buyers as non-payers, gave them negative feedback, and blackballed them), but that is not the point.

The point is, too many buyers are not actually paying for their goods. Why? What can we do about it?

If no payment is received within the time frame the listing goes straight back on with no hassle.
