It's likely being caused by a JavaScript error on the page. You could try clearing your browser cache to ensure you have the latest versions of the eBid JavaScript files. As ever... stating what browser and OS you are using would be a help when asking such questions.

I've cleared cache over the past week and have noticed this when trying to upload a test auction in that time frame.

You're welcome to disagree. I only said it was a likely cause not the definite one.
The button simply displays a JavaScript alert box (it doesn't actually start a new listing) so the message is normal. It prevents a rouge script locking up the page generating a stream of alerts. You can usually turn it off in the browser settings. As you still haven't said what browser you are using I can't tell you where the option might be.
