I believe what you are describing is a pressure sensitive/releasable type adhesive in a spray can.
It is made in different sizes. The type I see in the craft stores is about 30% more expensive than a can 3 times it's size found in a flooring supply store.
We use this in the Commercial Flooring business in spray form for quick repair work. A single layer will allow easy removal and repositioning. A doubled layer creates an adhesion similar to contact cement (permanent).
The 16 ounce spray cans currently cost $10.00 (purchased in lots of 100 cans). 4 gallon buckets currently cost us $68.00 each when purchased a pallet full at a time.
Check your local flooring supply store and check. You may find what you need.
I am not sure if the "new and improved" version of Jessops stock it now, as I have not been in the since the re-launch; but that was the only place that I could get it in Birmingham previously. The main problem is that with the new mailing rules I doubt you would be able to get it by ma.il order

Double-sided tape is quick, easy, and not harmful to your lungs.................works well on my cards and things.

Staples sell 3M spray mount, but as you said in your first post it is very expensive.
Just found it in 200ml cans at a company called Rymans for £9.99, may be P&P as well did'nt check.
