I would think the most appropriate category would be:

Home and Garden > Garden Yard and Plants

There are several appropriate options there.

Hi and welcome to eBid! I think you've probably got your listing in the most correct category there is. I, like you and many others, find it very difficult at times to find the "right" category to place our listings. Example: birdhouses...seems simple enough, right? Wrong! I either have to put them under 'bird feeders' or 'wildlife interraction' ....huh? LOL!!

When viewing your listing I see that you have it as RUS (Run Until Sold). You might rethink that as all RUS listings literally sit at the bottom of the pile and will never 'move up' the viewing ladder. Use BIN (Buy It Now) 7-10 day listings with up to 10 auto-relists. Works great!

Agree with Mary and Knit Wits, sometimes finding the right category for items can be a bit of a challenge; have a few things under Everything Else myself, as I couldn't locate an appropriate category for them, though the abovementioned home and garden sounds appropriate in your case. You might want to do a site search for garden flags and see where the sellers placed them.

Also agree with Mary, 7-10 day listings with auto repost will ensure your items move up searches, just as adding Buy Now prices ensures items are uploaded to Google shopping.
