So has it now officially been announced that the app and API are coming out in February ? I know there were hints that something was going to happen but I haven't heard anything yet, have I missed something ?

This kind of thing comes up every so often, and nothing comes of it. Not enough people will leave entirely to make any impact on eBay's business plan.

Just as B&M sellers are willing to pay a premium for a store on a high street compared to less for one in a quieter location - so online sellers will continue to pay the costs, and suffer the abuse, to sell on eBay - where that site's dominant position in the market will move stock.
