Help Please - Bulk Edit of Sales Tax

On July 1, California adjusted it's sales tax rate statewide. I went to My Bulk Edit to change the sales tax rate on my listings and discovered that I can't edit that item using Bulk Edit. Am I missing something? If editing sales tax is not available within the Bulk Edit option I would suggest that it should be as tax rates, at least in my neighborhood, change frequently.
