INVOICES without shipping fees! huge problem!

HI; so far no problems except this huge one....
when a buyer pays the invoice (after sending it) it always appears in paypal without shipping and handling fees. For example: if the item is won for $2.00 and shipping is $3.00 I only get $2 in paypal not $5
This creates a lot of unnecessary work and a hassle I don't want to deal with. I always tell the buyer to wait until I invoice them from paypal, but if they buy bin auctions they pay immediately and I can't even control it.
Is there any way to solve this problem??? PLease advice!

I believe you have to adjust your PayPal-site settings... someone else can add the know-how to do this.
