There will always be individuals in any society whose actions are so far from the normal expected behaviour that we are shocked by them. That does not mean that everyone else also acts in the same manner. In reality, it is the fact that we are shocked by such actions which proves that the rest of society is actually doing quite well and has a healthy disgust of such atrocities. Should we come to the point where such reports of violence and torture no longer move us and seem perfectly normal, then it will be true that society has indeed descended into hell.
Good to see they are thinking of charging the parents of the two boys. They are as much responsible as their devil's spawn.

What can they do ?
People who abuse animals are banned from having animals, so maybe it should be the same with people. Unfortunately a ban is unforcable. These people will have children through ignorance anyway.
Maybe the need is to identify the dysfunctional parents, and sterilize them.
You can not ban the parents from having more children so sterilization could be the answer.
If the children are already messed up, them Maybe sterilize them also to stop the spread (yes i know its very harsh and very Controversial).
When you think about it what else can be done ?
You can try and cure/remedy situations with counseling and programes and monitoring the family, but this has proved to be a waste of time and money in most of these cases anyway.
The only other thing you can do is ignore it, and then we have social breakdown.
Controversial, but this is just a debate,,I do not have the answers, but i do like to look at all the angles.

Well don't worry they wouldn't GET a decent lawyer. They'd be lumbered with Legal Aid. lol
That is not true....I have found that victims of crime regularly have to use legal aid too.
Criminals tend to get the better back up
