I successfully made a gift payment to TexasAda without her incurring any transaction fees. It seems that if you transfer money from your PP balance then no fees are involved.

I sent extra money to TexasAda because I wasn't sure if there would be any fees with PP. The difference can go to the charity if there were no fees.
