Looks a bit like an old railway ticket collectors punch
or bus, some sort of ticket taker. The chain and ring seems to indicate someone had to keep it handy to use often. Mechanism is very heavy duty too.
I still see some businesses in US use this kind of punch to mark their special discount cards. Using an ink stamp to block out each purchase was probably too easy for customers to duplicate so they switched to punches.
