    Some while back I had problems with neighbours,I was suprised to find that most of the time complaints of disturbances,parties and noise are simply passed off by the old Bill with the comment "it's the responsibility of the council".
    Like so much low level crime and hassle the police simply take the easy way out.
    With the cutbacks coming i can't see it's going to get any better either.
    Luckily we had a decent and active MP,but he's now been replaced by one doing a good impression of the invisible man,I hope things stay relatively quiet.

    I think that quite often two authorities will bounce you back and forth between them in the hope that you get fed up and go away.

    I had such a case with nuisance phone calls where the police and BT kept saying it was the other's responsibility.
