This is a Very Rare McDonalds Happy Meal Dragon from the Mystic Knights of Tir Na Nog series that was distributed from April 23 - May 20, 1999. Each figure came with a piece of a dragon. When you had all the figures, you could assemble the dragon. Dragon will not be assembled when shipped.
