This is the Koopa King, aka Bowser, from Super Mario Brothers. This one was a McDonalds Happy Meal toy from 2017. He is approximately 3 inches tall, and comes as shown, with some wear from normal play. He is missing his projectile, his packaging, and anything else he may have come with.
