1891 Portrait of Queen Victoria / 維多利亞女王的肖像 POST CARD surcharged TWO CENTS in black on 3 CENTS blue [HG 9b] in fine mint/unused condition.
On 15 November 1891, the postcard rate was reduced from THREE CENTS to TWO CENTS. Large stocks of the THREE CENTS card were on hand and these were surcharged locally 'TWO CENTS'.
