Odd email from Paypal regarding two purchases a newish eBidder made with me yesterday:

"We have placed a temporary pending status on this transaction...........................
PayPal is required to review certain transactions in order to minimise risk for us or our customers.
We will complete this review within 72 hours. This review involves this transaction only and does not
affect the use of your PayPal account for other transactions."

Never come across this before, so slightly puzzled. The buyer's feedback is OK although they have been buying a lot since they joined eBid at end of April 2016 - maybe that's why?

Probably not the case for you, but Paypal will put a temporary hold on sales where they do not like what you are selling. For example, anything with a connection with Cuba, Sudan and North Korea (but this list is not exclusive) will be subject to a temporary hold. Paypal impose an irrational embargo. I have had a Cuban stamp issued in 1899 subjected to a temporary hold.

That explains it - an item from Sudan. Will see what happens.

The restricted countries vary depending on the country where your business is domiciled. In the US, you can generally expect that payments will not be accepted from the following countries:

Marie - it's a UK buyer buying an item from the Sudan that I had listed; not a buyer from the Sudan.

We lived there for 5 years in the early 1980s due to my husband's work and still have a few odds and ends from our time there that I've listed here on eBid.

No, Annie, what I understand this to mean is that PayPal cannot be accepted for the sale of coins / stamps (etc.) that are from any of these countries because PayPal is US based and cannot be used for the purchase of items from countries on the embargo list.

It doesn't matter where the buyer or the seller live. PayPal can't be used. Other methods of payment are fine.

My husband worked in Sudan in the late 1970s (a project relating to agricultural methods). He wasn't there for very long, but went over a couple of times.

Paypal Europe is registered in Luxembourg but still applies the US embargoes, illegally. But no one has challenged them in a European court, probably because anyone who did would have their Paypal account closed.

As has been discussed before, it seems so silly that a collector can't buy an old stamp or coin and use PayPal.

I agree but what I find even more galling is that Paypal Europe insists on applying US embargos on transactions between two European people or two European businesses.
