I received a request to complete a survey from PayPal regarding my phone concerning the 1¢ payment received. I'm afraid it isn't likely that they are going to be pleased with my rating or responses. Basically, I just received the usual responses from a girl that didn't seem too interested in what I had to say.

Now I've got another one. I read on another site that this is a test to see if a PayPal account is active. If no one responds, it will go on an "Ignore this account" list. May or may not be true, but I decided to let this one sit for a while and see what happens.
I know calling Pay Pal is a nightmare these days - either sitting on hold or waiting on a call back, but the best thing you can do to help stop this situation is to call Pay Pal. There is a "back door" number you can call to avoid waiting on hold (forever it seems!) or being put on the call back list - 1-888-221-1161

When I called this number, I asked to speak to someone about a fraudulent payment to my account and before she transferred me, she said if it happened again to ask for the "Limitations Dept" - I guess this is their nice word for fraud. Speaking to a "regular" customer service rep, they will just make excuses and tell you to go ahead and refund it yourself. But as Buttons pointed out in post # 48, PP is making a lot of money off the "nonrefundable" portion of the fee and they will refund IF you ask, but not if you don't.

NOT refunding the money would indicate that the account IS active. A good example is Cheaver's post #47. Always have PP (fraud dept) do the refund (or refusal if sent via Family & Friends). This gives them the chance to report the fraud and close the sending account so the perp can't use it again. The perp may try to open another account but if PP is keeping track of IP addresses associated with fraud, it won't go through. Not to say the perp won't figure that out and use another computer but let's make it harder for them - they sure are making thing rough on us these days.

Also, keeping the money could end up costing you if the money was sent from a stolen credit card number. The one really good rep I talked to told me if the stolen card number's owner reports a transaction they did not make, an investigation is opened and anyone who had part of receiving the money (PP and us) can be charged for accepting/keeping stolen funds. If PP is charged too many times for investigations opened when the money is not refunded, I foresee a raise of their rates in the future.

Remember, this is not happening to just us on eBid. There are 711+ million e-mail addresses "out there" to be used by scammers any way they choose. My ISP sends ALL e-mails to my inbox as we have a consumer monitored Spam system. The latest spams I have received have been in the form of Invoices - don't even open an e-mail if you don't know the sender. It used to be that if you clicked on a link in a spam that a virus could be downloaded to your computer, now days opening the e-mail itself can download a virus.

    Be vigilant and stay safe!!

Interesting. Where might a buyer secure such a large database of emails? That would surely result in a handsome profit.
