    The restricted countries vary depending on the country where your business is domiciled. In the US, you can generally expect that payments will not be accepted from the following countries:

    THAT says "payments from"
    we are "selling items from"
    Understand?
    Selling collector items from those Countries.. is not payments from.
    Seller in USA, payment from Buyer in USA... does not relate to that list.

    It might make moresense if the Word FROM was the Word FOR.

    The problem is that Paypal applies the banned list to items FROM the countries concerned. Some time ago, I was penalised by Paypal because I sold a Cuban stamp issues in 1899. Cuba was on the banned list at the time.
    The prohibited country list should apply to payments to or from the countries on the list. Paypal seems unable to understand this concept.
    Paypal also applies sanctions based on the US prohibited list on buyers and sellers who do not live in the US.

    The problem seems to be not so much deciding whether or not a sale is going to meet Paypal's criteria or not. If Paypal decide to be unreasonable, there's nothing you can do about it. It's like arguing with a deaf pig. A deaf pig that may bite off your ankles.

    But thankfully eBid has the wisdom not to require us to offer Paypal on an auction if we prefer not to.

    I can't begin to describe how irritated I get when buyers of collection only items on ebay choose to pay via paypal.

    I never accept such a payment. If a buyer collects, I need cash, because there is no proof of delivery that paypal will accept. This means that a collection only buyer can go home and claim for non-delivery and I have no defence. I just put in the description that I will only accept cash.

    Yes, that scam is part of the reason I hate it too.

    You never accept such a payment? How not, if they do it?

    Do you then refund them? That used to work fine. But now Paypal keep the fee. My impression is they changed this a few years ago, before that they refunded in full.

    Sure wish we could have a full Dated list.... still with both lists, is not clear what is which etc.
