This may confuse things, but is the way I have paid by paypal gift in the past without asking for the sellers email.
I click on paynow by paypal, before sending payment it tells you the email address that you are sending to. I then copy it, go to my account and then send it by personal.

If paypal wants to charge for the gift , either because of currency exchange or payment method, it will ask if you are willing to pay that charge
