I'm guessing it's ivory which is on the banned list I believe.

I assume that when you state 'carved bone elephant necklace' are you referring to ivory?

Depending on the composition of the necklace (bone, ivory or plastic) the price could vary considerably. Carved bone was quite popular in the 1960s-70s, (especially once the ivory ban was in place), as a fairly credible ivory substitute. As far as I'm aware, pre-ban ivory is OK to sell, at least here in the U.S., though you might want to check with support: support@ebid.net to make sure it's OK to sell on eBid, (provided the necklace is ivory), before listing.
Regarding ivory, a personal favorite material of mine as a collector, (another is Baltic amber), there are some interesting websites with info. on ivory identification. One of my favorites is:

Once you've ID'ed the composition of the necklace, you can Google to find comparable items for sale to help determine pricing. One of my favorite places to check for vintage or unusual items (for purposes of price comparison) is Ruby Lane, another is Trocadero. ArtFact also has info. available for auctioned items from a variety of sources.
